On January 21, at the second session of the sixth People’s Congress of Chongqing City, the Mayor of Chongqing, Hu Henghua, delivered a government work report.

The report reviewed the work of 2023, mentioning: that Chongqing continued to implement the intelligent networked new energy vehicle industry cluster development plan, formulated high-quality development action plans for new-generation electronic information manufacturing, advanced materials, and other industry clusters, deepened industrial enterprise technological transformation, and actively built a “33618” modern manufacturing industry cluster system. Projects like Changan’s steer-by-wire chassis, Geely’s power battery, and Ausdom’s MEMS sensors were initiated, with car production rising to second in the nation, new energy vehicle production reaching 500,000 units, and mid-to-high-end new models like the AITO and Avita series continuing to sell well. The added value of power semiconductors and integrated circuits, sensors, and instruments increased by 15% and 11.2% respectively, smartphone production accounted for 6.7% of the national total, and key products like photovoltaic glass and fiberglass achieved double-digit growth, with advanced materials increasing by 12.3% in added value. The digital economy grew rapidly, with the Chongqing Artificial Intelligence Innovation Center being completed, the city’s computing power exceeding 1000P; initiating eight actions for the digital transformation of manufacturing, creating 17 intelligent factories and 224 digital workshops; advancing the “Starry Sky” action plan for software and information services, strengthening the cultivation of “Venus” and “Beidou” enterprises, with over 340,000 employees in the software and information service industry and nearly 20% growth in main business revenue.

The report outlined key tasks for 2024, including strengthening the manufacturing industry cluster, implementing high-quality development actions for key industrial chains, promoting the integrated development of whole vehicles and parts, accelerating projects like KONHILL air springs and Shinzoom drive motors, pushing the application of hydrogen fuel cell commercial vehicles, promoting the integration of new energy vehicles and the electric grid, and expanding the automotive aftermarket. For the new generation of electronic information manufacturing, Chongqing aims to accelerate six wafer projects including STMicroelectronics and Xilinx, promote coordinated development in chip design, packaging testing, semiconductor equipment, and materials, enhance AI and robotics industries, and advance projects like Compal, EZVIZ, Sanan Optoelectronics, and Delta power converters, expanding electronic terminal categories and perfecting the industrial support system. For intelligent equipment and manufacturing, accelerate projects in drones and high-speed precision industrial robots, promoting “dual improvement” in whole machines and components; for software and information, continue the “Starry Sky” action plan, accelerate the cultivation of “Venus” and “Beidou” enterprises and the construction of software talent “super factories,” focusing on key aspects like talent, venues, scenarios, enterprises, and ecosystems, aiming for main business revenue to exceed 400 billion yuan; push for industry optimization and upgrade with “one policy per industry,” accelerating the industrialization of MLED panels and advancing projects like Green Source electric vehicles, Bosai Aluminum Oxide upgrade, Gujia integrated home, Zhirui biomedical park, and Zhongneng solar panels, fostering new growth points in industries. Implement actions for future industry and high-growth industry development, promoting the construction of satellite internet industry parks.
